Sylke Tempel Fellowship 2023/2024: Values in Security Policy

The fifth cohort of the Sylke Tempel Fellowship was dedicated to the topic "Values in Security Policy. From Military Strength to Feminist Foreign Policy".

Which values dominate German and/or Israeli security policy? To which values does security policy refer? How do the aspirations and realities of values play out in security policy in Germany and Israel? Which social concepts lie behind the design of security policy?

The 2023/24 Sylke Tempel Fellowship took these questions as an opportunity to analyse the values and principles associated with security policy from various perspectives.

Partner organizations

Our cooperation partners for the 2023/24 Fellowship were the American Jewish Committee (AJC) Berlin, the Bar-Ilan University, the foreign policy magazine Internationale Politik (IP) and Women in International Security Deutschland e.V (WIIS.de).

Program 2023/2024

The Fellowship cohort started in June 2023. The program activities included a series of online workshops on various aspects of the annual theme. These ranged from journalistic writing to theories of feminist foreign policy to the role of disinformation in the Israel-Hamas war. The workshops served to sharpen research questions, deepen lines of argumentation, and open up spaces for discussion.

October 7, 2023, and the ensuing war also marked a turning point in our Fellowship. We are grateful that, despite the challenging circumstances, the Fellows decided to continue their research projects on values in security policy—a topic that could not have been more critical at this moment—and complete their articles.

Publication

The articles written by the Sylke Tempel Fellows of the 2023/2024 cohort were published in a special issue of Internationale Politik entitled “Values in Security Policy.” You can download the magazine free of charge in German and English here.

Concluding event

To mark the publication of the special issue of Internationale Politik, an event on the topic of “Security Policy in Transition: New Perspectives on Israel and the Middle East” was held on June 20, 2024, at the German Council on Foreign Relations (DGAP) in Berlin and via Zoom. The well-attended event marked the conclusion and highlight of the program. You can find more information about the closing event here.
